John, I don't know your connection here, but in the Old Testament, that was exactly what happened as a result of some laws being broken, particularly murder.  Other cultures have a history of banishment and promise of harm should the lawbreaker return.  
 
But, you forget, this is the 21st century, and we have to feel their pain.  You  see, if a punk gets himself addicted to crack, needs a hit, comes to my house to steal stuff so he can fence it, rapes my daughter, murders all he finds, the problem is that society has failed him, and he must be understood not punished.  He probably couldn't help himself, after all.  Prison isn't the answer, he needs counselling, doncha know?
