Why not get your own farriers' organizations to create some sort of certificate of competence.  NOT a licence, just a statement of how much training and competence a given farrier has.  Knifemakers have done this, and have some pretty rigorous tests that THEY consider important.  Such an approach would enable farriers to clearly state what aspects of the craft they consider important and to award levels of competence on that basis.

This kind of thing can avert regulations.  If regulations come anyway, they're likely to be based upon the decisions already made by the farriers' organizations.

At any rate, I've been getting (bulk mail) solicitations from the farrier's
organizations asking what I think, so it looks like they are forming into
camps.  One says it's inevitable, so we might as well orchestrate the
debacle, or we'll be left out and the buearocrats will bollix the whole
thing up, the other's say "HELL NO, we won't go", or things to that effect.
