Dan's idea is correct, but stuff the gaps in between the studs with
fiberglass. Even this won't stop low-frequency sound... the only thing that
will stop that is mass. But it should reduce anvil clangs to something more
like thuds.

Straw-bale construction would be just about the quietest affordable shop you
could build.

The problem with soundproofing is that gaps need to be sealed. That means
TIGHT doors, roofs and ceilings, etc. How do you provide adequate
ventilation? When we built our recording studio, we had to build special
baffled ductwork for our HVAC system to reduce the noise.
