the paper requires a free login - anoying but still....
so far it seems to include just farriers but in a brief search of past articles (gotta love google) the word farrier seemed to be followed by (blacksmith) fairly often. I believe the intent is to licence the horse shoeing people, not the general blacksmith. But again - once the government steps in with its highly efficient, well funded and streamlined programs - anything can happen!
