The reason you have the allergic reaction is because the oils from the
poison ivy get into the pores of the skin.  I assume that is what JRF is
writing about.   They recommend that washing with cold water keeps the pores
closed and thus prevent the oil from penetrating.

I have always used multiple washings with Fells Naptha bar soap and cold
water whenever I think I have been exposed to poison ivy.  That seems to do
well for me.
