Here in California,with service from SBC, you can call the 611 repair 
number and ask to be transferred to the "Fax and Annoyance Call Center". 
Otherwise known as "traps & traces" They can set up a trace on the line, 
and will have you keep a log of the times you received the annoying calls. 
Only those will be traced back.  On the other hand, if you are getting 
threatening calls, call the police first, get a case number, then call the 
phone company.

Of course we also have Privacy Manager(tm), which allows you to block all 
calls that don't show on your caller id.
