The other thing that may affect tone quality is length-
I used to use a big industrial powder coater in Paramount, a completely 
industrial suburb of LA.
They got the most interesting jobs thru there-
For instance, authentic Shelby Cobra frames- being powdercoated black 
wrinkle. This was in about 93.
They claimed that Carroll Shelby had pulled DMV Vin numbers for twice 
the number of Cobras he actually built in the 60's, and the state was 
letting him use them to build new ones in the 90's. Not sure if this 
was true, but I saw the frames, about one a month, brand new and 
meticulosly tig welded together from about a million little pieces of 
tube.
Anyway, there was another guy whose stuff they powdercoated- the wind 
chime king of SoCal- He ran about a 1000 sets of wind chimes a week. 
Not conduit, but a similar sized- maybe 3/4" od, thin wall tube, with a 
hanging ring at the top. And they told me that this guy personally 
tuned every single one, as he didnt trust anybody elses ear. He would 
stand by the belt sander a few hours a day, taking a little off now and 
again. He had a shop full of guys cutting to length, drilling, 
stringing and packing, but the final tune was his.
