That is the whole idea of metal prep as used in the auto business.  It 
forms a paintable haze that supposedly give the paint some tooth to hold 
onto, as well as getting every last rust "seed"     I suppose I could do 
the complete job in phosphoric, but like the immediate gratification of 
sandblast followed by a wipedown with metal prep before painting.
