Almost always steel. There are a few aluminum tanks out there, and
aluminum scuba tanks. But commercial oxygen tanks are usually steel.
Oxygen cylinders are safe to use, assuming there is no pressure in
them. A guy who used to work for me made a bunch of cool bells from
some, plasma cutting a flame pattern at the bottom. And some
metalshapers cut off the bottoms and use them for sinking dies for hand
hammering sheet.
Do not use acetylene cylinders under any circumstances- they have all
kinds of nasty stuff in them.
