A while back there was a cool vise for sale on eBay.  It was 
cool because it had a bunch of accessories that mounted to 
the top of the jaws.  They included a ring roller and small 
brake.

It would not be hard to make a small brake for a large 
machinist's vise--a Wilton for example. Replace the jaw 
incerts with  larger ones to mount a v-block above 1 jaw and 
a 90 deg. plunger above the other jaw.  Put your piece in 
between and tighten the lead screw.  Good for "straps" that 
are under 2" wide.
