If quick is the key word: explosive die forming.

But then, unless you have a buddy who's a blaster, I suppose it could
take you a year and a trip to DC for security clearance before you
could do it yourself.

Around here I'd go looking around at the fish wharves for old steel
buoys that are about that size.
