Sorta hate to admit to this...but....
I have an old Buffalo that  needed a similar conversion, the taper on 
the arbor was pretty well trashed and out of true  and the old chuck was 
likewise funky...so;
Took a wad of modeling clay and stuffed it down the well oiled female 
taper of the new chuck ( lurid, eh?), pulled it out and measured it as 
best i was able.
Got out the old crossfeed vise and clamped it to the drill press table. 
Found  a piece of hardened steel with an edge about the chuck taper 
length, ground it some, backed it up with another piece of steel and 
clamped it in the vise as close to the  proper taper angle  as I was 
able to fake.
Doused with cutting oil and advanced the "cutting tool " slowly until I 
had a pretty straight cut on the end of the quill. This part was ugly 
and there were horrible noises.
Chalked the inside of the chuck taper and tried it  on  quill taper. 
Chalk showed the angle was a hair too shallow.
Reset cutting tool and abused the end of the quill some more....and so on.
 After way too long I had a passable fit...(with some Locktite cheating) 
and it has been functioning just fine for a couple of years. Typical.
Next time I'll take the quill in one hand and the chuck in the other and 
walk into the little machine shop  in town.
