Grant-
Yes, there are some hand powered ring rollers out there. Usually they 
will go up to about 1/4"x 2" flat bar, the easy way.

However, I still maintain a hossfeld bender is a better all round shop 
tool, with the capacity to make circles in many more sizes and shapes 
than a cheap ring roller will. I own a $7000 italian angle roller, and 
I use it a lot- we just rolled a set of a dozen 24" diameter circles in 
1 1/4" stainless round bar with it. But I have made more circles, 
quicker, with my hossfeld and the fixed radius dies. A hossfeld will 
bend flat bar the hard way, cold for larger radiuses, hot for tight 
ones, and it will make circles in round, square, flat, angle, channel, 
pipe, square tube, and other things.
