Hey Andy,
Is it a squirrel cage or Positive Pressure blower?
I would suspect the tube is too small.
You might try a 2" tube with a 11/2" bell reducer on the end to increase the
gas/ air velocity.
I also like to put a 1/8" S/S mesh screen between the pipe and the reducer
to act as a flame blow back preventer.
If you are concerned about low propane pressure make sure your fuel nozzle
points down stream in the burner tube and increase the hole size to insure
adequate fuel for a neutral and/or reducing flame.
Finally make sure the burner tip doesn't extend into the forge beyond the
forge wall, and pack any gaps with satenite soaked inswool to prevent the
forge back pressure from externally heating the burner pipe.
