The only place you are gonna find cheap drill rod is at a junkyard- and 
then you have no idea what alloy it is, or if it is drill rod or not.
High carbon steels are a commodity, and no seller in his right mind is 
gonna price em below current per price pound for that alloy.
And it really helps to get the alloy you thought you were getting, when 
buying tool steel.

I dont know about the twin cities, but you can get average price drill 
rod anywhere in the US by mail ordering it from either MSC 
(mscdirect.com) or McMaster Carr (www.mcmaster.com)
If you get the catalog from MSC (for some reason getting catalogs from 
Mcmaster is like winning the lottery- it happens, but not to you), you 
will also be able to find average priced drills, taps, bandsaw blades, 
oddball fasteners, and all kinds of other industrial, machinist and 
metalworking supplies that they dont have at the corner hardware store.
