Car coil with a rectifier from an Amateur Radio source would do fine.

DANGER WILL ROBINSON:::::

A car coil, by itself, will only generate a leg wetting experience.  But add
capacitance to the circuit and it becomes dangerous instantly.  The
capacitor stores enough energy for it to become lethal.  We work with up to
100kV here.  Been there, have seen appropriate puddles on the floor<G>.

I had a circuit a few years back that put 10 uF (as I remember) in series
with a car coil and ran it off of the 110 VAC power lines.  I can look it up
if you are interested.

I dont know of any plans but most of the ones Ive seen operated in the 10kv 
range.
