Yes, that is correct.  But this ban applies to ALL federal funding of
stem cell research.  

The government has made it very clear that it will take such bans to
the nth degree.  For example, our archconservative administration
opposes family planning to such a degree that we won't support efforts
to control population growth, and the related problems of infant
mortality, female pregnancy-related mortality, overpopulation,
malnutrition, inadequate education, etc.

Hence, and INSTITUTION that partakes in stem cell research can well
expect to be cut off from all federal funding.  Period. Any institution,
like NIH, that is a creature of government cannot even consider such
funding.
