Sounds like no one is home here prior to the holidaze.
Some of my favorite tools are from railroad track and many of them are used
under the power hammer. Despite your request to keep the thread hand
powered, my favorites are a 'power' flatter that was made from the bottom
flange of track and a pair of spring drawing dies that utilize just the cap
of the rail. That mushroom radius is just about perfect for drawing. For the
flatter, it's Lonnnnnngggggg and low with a springy handle. The length came
into effect when I was straightening some bent material on the platen. By
covering a larger area it straightened matl. much better-er than a smaller
footprint might have been able to. My old Atha's just don't get used that
much any more.
That line you mentioned where the cap looks like it was welded could well be
work hardening. Sort of a nitriding effect, almost, maybe sorta..
Most rail I've heard is 1095-ish.
