Sounds like an Egg Washer. 

Eggs don't always come fresh and white from the hen.  They may  have blood 
spots or  "poo" on the shell, so they are always washed. 

We used to wash the eggs a bucket at a time, before packing them into egg 
cartons,  to take to sell to the grocery store. 

I still find egg washing baskets on local farm sales from time to time, but 
the machanical part has now usually gone by the way side.
