I have done it with Pour Rock and two part epoxy. 

The two part epoxy gives about 15 minutes to work it before you are totally committed.

I have used the two part on projects where I used multiple 1/2" bars at each newel point versus 1" or larger. Then I use my hammer drill with a 7/8" or 1" bit and the 1/2" is pretty close to start. Kind of like a dry fit up prior to injecting the epoxy into the holes.

When the oppotunity presented itself have achors poured in place.
