Dave,
Be real careful transferring propane from one cylinder to another. I
THINK that if you have all-metal connections OR a grounding strap
connecting all components, the risk is minimal. There is also the
question of whether liquid propane is compatable with the materials of
construction of the pump. Liquified petroleum gases are SOLVENTS, and
can destroy things by softening or dissolving them.
Why not just offer to burn off that gas for him, in your gas forge? If
neither of you is in a hurry, and you don't mind switching cylinders
often, this would be cheap fuel, with minimal risk. You could rig a
3-way valve with the common to the forge to enable switching between
cylinders while operating.

What're "stabilization chambers"?
I also have the opportunity to empty propane cylinders from 20#ers and
up. Would these compressors be suitable for sucking the propane out of
one
tank and into another? The person I can get the tanks from is just
burning
off the gas in them and then removing the valves for the brass to scrap
out.
