What're "stabilization chambers"?

I also have the opportunity to empty propane cylinders from 20#ers and 
up.  Would these compressors be suitable for sucking the propane out of one 
tank and into another?  The person I can get the tanks from is just burning 
off the gas in them and then removing the valves for the brass to scrap out.
