Um, while the guy seems to be a (former?) BMW employee who has 
straightforwardly mentioned that all his design and work has been with the 
mini, this doesn't seem like just another commercial ad.

Is the project simply an advertising hoax, or a gimmick? (i.e. real robot, 
but primarily for advertising purposes?) If that stopping a car video is 
not simply a fancy trick there is a lot of potential from anything from 
runaway vehicles to stopping fleeing criminals. (Can you say LA High Speed 
Chases?)
