Oh, good grief!
As for the gangstas killing each other off, what's the downside here?
"Unlimited supply of swords?" Havent they ever heard of 1/4 X 2 flat
stock and a bench grinder? Might not be pretty, but the difference would
likely be negligible to the target. In a pinch, hardenable steel isn't
necessary. Good old hot rolled wil hold an edge long enough for one or
two fights. After that they can regrind or just use it as a club.
Guess the next step will be registering all steel sales and all grinding
machinery, maybe sedimentary rocks too.
I can see it now: "Sorry Sir, but you'll have to come with us. You're
not permitted to have both steel stock in your garage and sandstone in
your garden. Don't worry, you should be out of prison in less than 20
years."
Feh.

Life is not a journey to the grave with the intention of
arriving safely in one pretty and well-preserved piece.
One should rather skid in broadside, thoroughly used up,
totally worn out, and loudly proclaiming -- "WOW! WHAT A RIDE!"
