I dont think the performance bond is that hard a nut to crack- I think 
you just need to talk to a few of the bigger contractors and subs, like 
electrical or plumbing contractors, in your area. Most big jobs, and 
all government jobs, require them, so somebody near you is selling them 
to the contractors who work on schools, or fire stations, or big 
commercial jobs.
I have never had to get one, but I often need to prove I have a 1 
million dollar liability policy. A million bucks of liability runs 
somewhere from 1200 to 2000 a year, depending on where you are and 
whether you include other insurance with it. Mine includes all my shop 
buildings ( I have 6) for fire and theft, as well as the liability, and 
it runs about 2500 a year, split about 50/50 between liability  and the 
buildings.
So sometimes it is actually cheaper to get insurance that covers your 
performance for a whole year, rather than just for one job.
