Yes. Argon is a premier inert gas for displacing air because it's a lot
heavier than air, so tends to stay put (assuming you don't turn the
container upside down).  (Nothing magic about that, mind you.  It sits
in a container like water does, but WILL diffuse at the interface with
air.)

OTOH, if you have nitrogen, carbon dioxide, helium, or any other inert
gas, those displace air nicely too.  Even fuel gases, like methane or
propane, might work, but they do add a flamability hazard and they might
be absorbed by the glue.

BTW, if you shake a can of "permanent" gas, it SHOULD feel "empty." 
There's no liquid to rattle around to make it feel full.
