Jeff, in days of yore, steel was expensive compared to wrought iron. Many
tools, axes, knives etc were "steeled" to conserve the steel. In the case of
the chisel, the mild steel shank is tough, not brittle, so you can beat on
it without breaking; that was a wood chisel - you wouldn't try to cut steel
with an edge that hard or that thin & sharp.
