Is your T11 acoustical barrier open at the top?
If not you might want to consider that.

The energy of the sound waves needs to be  either absorbed or dissipated 
in some harmless direction. This of the "Noise barriers" near express 
ways all over urban America.

No experience went into this just the second cup of coffee <G>
