How big is the cylinder?? that can be a key area if the flow through the
valve, port is ok then you need a bigger cylinder, 2.5 inches is good. We
need more info on the setup

compressor cfm
ram weight
cyl dia and stroke
valve Cv, brand model etc
line size
exhaust type/design
Pilot valve type/size and line size (smaller = better here)

A photo would be the easiest way to diagnose the problems from.
60-90 is pretty useless in my opinion, you want up to 230bpm.
Does it start off fast and then slow as your air supply runs out? that means
a small compressor if so.
