hello;
there are several possibilities:
0) there is a floating ground somewhere. check to see if your house is
still grounded.
1) there is a floating neutral wire somewhere.
2) the two hot wires coming to your house are coming off the same tap of
the transformer on the power pole. ( not likely but possbile )
3) the power company has a crossed ground and neutral wire.
unless you have the proper equipment you probably should just call in an
electrician to perform a survey of the house and the incoming power
lines.
