Code restrictions, and their enforcement, is an interesting subject. Having 
just finished four years research with gas fired forges, I can safely say that, 
when it comes to safety codes and reactions of local authorities, gas or coal 
can both be tricky; just in different ways. It seems to boil down to a matter 
of how people (that's all authority is) react. So, presentation remains 
important. One friend of mine decided to take a legalistic tack and cornered the 
local fire chief, demanding a specific set of guidelines. This gentleman then 
referred him to the local code section which referred to the International Gas 
Code. These are proposed guidelines and are sold for horrendous money. The 
local library doesn't have a copy, of course.
A slick trick for maintaining power without responsibility. Now, any lawyer 
will tell you that such a "catch 22" isn't lawful, but it is a local court that 
will decide the issue. Lesson learned: Be discreet and get along, unless 
you're rich and love conflict.
