[TheForge] Forge restriction

She wants to know if there is a restriction on having a coal forge if it is
in a community without covenants neighborhood.
  The local fire department will have the final say on safety issues. The 
local building inspector will have an interest in both safety and nuisance 
potential (noise and smoke). When it comes to a coal fired forge in an urban area, 
she is likely to run into stiff opposition. She would be far better off 
considering one of the many gas fired forges, and she should talk directly with the 
local fire department's representative, asking straight out what it will take 
to make them happy.
