I agree, but the problem isn't with the level of knowledge
required for obtaining licensure, it is with the consequences
of driving badly. Nobody gives a shyte about $$ fines... at
least not enough to change their habits, often enough. Make
it hurt intolerably and by miracle of miracles, people will
change their ways. Not having their car will be intolerable
to most. Having to bum rides to work for a month or take the
bus will be intolerable for most, as far as I can tell.
