There is a market for this, and there are in fact books out there on 
this topic, albeit for racing, but the principles are the same.

Drive to Win: The Essential Guide to Race Driving by Carroll Smith
Bob Bondurant on Police and Pursuit Driving by Bob Bondurant
Pursuit Driving for the Police Officer by William Smith

But I don't know why you think someone too lazy to use their turn signal 
will bother to read the book.    I would though.
