As another over simplification, to me a clutch is a different thing than a 
brake.

I grew up driving manual transmission  farm  tractors.    Later  watching 
others learning first on an automatic transmission car ,  then  try to go 
from a  manual transmission car, ...  what a hoot!

Reading / hearing of a disk brake used as a clutch just doesn't turn any 
lights on for me. I can imagine that a good brake  will stop / stall out an 
electric motor, but that isn't the same  thing as a clutch.

The Little Giant has its own clutch system, but I have seen that some have 
contrived a clutch / brake combination.  I own a 50# and two #25  little 
giant trip hammers,  none of which have a brake.

Last summer in Kiester, Mn, in our Farming of Yesteryear Blacksmith 
shop,  we put in a line shaft  using a simple overhead  clutch system 
.   The power coming down to the power tools  like the Little Giant 
hammer,  grinder, buffer,  hacksaw, etc  are mostly 2 inch flat belts.   We 
built a secondary shaft that slides  back and forth  with  'dogs' to 
physically move the belt over from the drive wheel, to a wooden pulley that 
spins freely on the shaft.

Farmers and spectators seem to be as fascinated by the line shaft going on 
all three walls of the blacksmith shop as the tools run off the line 
shaft.  ... including an antique  8 foot lathe (for turning porch posts), 
... all powered by an old hit and miss gas engine.
