No..The East Coast Junk Yard hammer (EC-JYH) by Jock Dempsey used a disk-brake 
for a clutch.  

The North Carolina hammer used just a tire and steel wheel. The NC-JYH was 
built by Steve Barringer of B2 Design, Ltd.
