Absolutely. You take the cylinder apart to clear chips and to
debur the inner edges of the tapped hole. Before doing this I
would get the torque specs for the cylinder if possible. I don't
know that it is critical that the bolts be torqued precisely,
but it would not surprise me. The absolute torque might not be
so crucial, but the torque values between bolts should probably
be pretty even so as not to distort the cylinder, which may
cause increased wear and premature failure.
