You can order your bolts with a black oxide finish,   www.boltdepot.com 
or you can blacken them yourself using :

Heating them to color them as suggested can have negative consequences 
if the bolts are of a critical nature, since you lose the heat treat and 
they end up either too soft or too brittle -- too brittle being the most 
dangerous usually.  A lot of people will specify a grade 8 fastener for 
critical applications, assuming it is stronger, not understanding that 
it is more brittle.   Grade five fails by bending, grade eight may 
snap.   Years ago I put the forks on my nine foot bike with a one inch 
grade 8 before I knew better.  It is so understressed it is not an 
issue, but if I were to do it again, I would use a lower grade, save 
money and be safer atthe same time.  Sorry for wandering.....
