        Roger,  I've used a larger size liner than the wire I'm running, and
the same size tip for hard wire(common steel wire used with gas) and dual
shield wires(flux cored wire DESIGNED to run along with a shielding gas as
well.
        The place one would use a larger tip than the wire being run(along
with a larger liner) is in the use of flux cored wire.  The reason for this
is that the shielding gas acts as a cooling agent in regular mig process,
but the Flux cored wires run hotter and usually slower in wire speed so the
expanding wire tends to jamb more.  This is especially true in the larger
structural wires run at high amperages and at a somewhat slow wire speed on
Straight Polarity.
        One thing that kept happening to me that made me realize I had to
run a larger contact tip with flux cored wire was the breaker kept poping in
the drive motor circuit.

        One approach is to use the copper coated mig wire to reduce rusting
and pitting. The other option is to use an S6 designation as compared to an
S3 which is the "normal" wire.  So copper coated ER70S6 will not tend to
rust as fast as the bare steel wire.
        If you have a severe moisture problem - it is cheaper to pan the
first layer of your wire off before running it thru the mig gun........or
keep a spare liner around.  Once a liner is clogged with rust it is pretty
much junk.  When liners (steel) are worn out they tend to manufacture
"steelwool" behind the contact tip.............this is a dead give away that
it is time to change your liner in your mig gun. All steel wires keep a
memory of the roll and tend to chaf going thru the liner - this wears them
out.
         If it's rust bound........that's an obvious time to change as well.

        Welding suppliers have wipers that will lube the wire before
entering the liner, but it really doesn't amount to much if you've got rust
covered wire - pull the outer layers off and throw it away (unless your
looking for really cool scare crow or dragon hair).
