Andy,
The date/time modified attribute on the file is the last time it was 
changed, so if the file is just read without modification that attribute 
will not change. Now in exploring this question, I have discovered that the 
"accessed" attribute, which I do not normally have in my Explorer menu, 
always shows the correct date, but the time is always 12:00AM.  If your 
time field is working properly, that would be the attribute you could check 
to see if someone had looked at the file.
