As I understand it, superficial similarities (including the name) aside, 
they are completely different code bases. OE is considerably smaller, 
and is inextricably bundled with IE, which of course, in turn, is 
problematic at best to disengage from Windows. Outlook, OTOH, has come 
with Office in recent years, and hasn't been free since version '97, IIRC...
