Bill,

There was some talk about this "low loss cap" on the keenjunk forum a 
while back. I did a search of their archives and found this from 
"Tony". I also read there that there was a write up in an issue of 
Irony. Also a little drawing

Low loss cap, in addition to what has been said correctly, the top 
larger section of pipe only needs to be 1 inch bigger in diameter than 
the main stack. The length of the top section should be 4 times the 
diameter of the main stack, plus six inches for overlap on the main 
stack. If your main stack is 12 inches diameter, 4 times 12 = 48. 48 
plus 6 = 54
