The assumption is of course that:

1. Nobody of either party has given a rats patoot about decent armor 
until now.
2. Nobody of either party was bright enough to figure out what was 
"adequate" for the last 20 years.

or

3.They were all taken care of the same for the last 20 or so years and 
that this is something new.
4. This is all spanking new equipment in the last 4 years and was under 
specified and replaced vastly superior equipment.
