If the armature is spinning. ie the mechanical linkage between the engine 
shaft and the armature shaft is intact then Id say there is an open wire in 
the stator or a blown fuse/circuit breaker that is internal to the unit. 
Sometimes there are temp limit switches that open (or go bad)
