To add to what everybody said..
Cutting with a Dillon/Henrob....they're kinda campy but not much of a 
cutting torch,  all Hype aside.  The single preheat format is OK for 
sheet steel but not quite as good as a conventional drag type 
sheet/plate cutting tip. The screw on heat shield is amusing too. With 
the  Henrob preheat( torch tips) being as  laid back as they are it's 
difficult to get adaquate preheat on heavier stock.
Inclusions in the steel  as well as cold shuts will cause the cutting 
jet to bounce back  and  the adjacent steel to foam and spit back out of 
the kerf. Rust or mud on the back side of the  steel will dfo the same 
thing.  Too high a rate of advance will to ( if the vert lines in the 
cut look  very swept back at the bottom, thats probably it)
