Mike,   What follows is pure guesswork.

Not 100 percent sure I can see the hole but it seem to run across the anvil.
No hint if it is tapered or not.  It's position is about right for adding an
chain link finishing finger on the "far" side of the anvil.  These were used
to close a link rather than work on the horn.  Finger was curved and point
up kind of like "giving you the finger".  Through hole -- with taper allows
you to drive out the "finger" on the far side but the taper locks it in
place.  I have only see a picture of this type of arrangement and it really
wasn't a good photo.
