Is the company that made the Oliver hammer also make Oliver Tractors??

Keep looking, they're out there. You can get one new for about $40.
Or watch the flea markets and garage sales. I passed up a 16# sledge
for $5 at a Burbank, CA, garage sale 'cause it would have probably cost
me $50 to take it back to NJ in my luggage.
This sort of thing DOES show up in suburban garage sales. Some poor
slob buys the biggest sledge he can find, uses it once, and learns his
lesson. I've picked up a few for a project of my own

speak.
BTW, I'm mulling over modifying Morgan Hall's (unpublished) Weta
treadle hammer for use over an anvil, like an Oliver hammer. The Weta is
like the Grasshopper (vertical straight-line motion, all pivots - no
sliders or rollers - http://www.monmouth.com/~freeman/bmf/grashopr.htm)
but lacks the frame. For this application, I think it might be a better
design than the Grasshopper-with-frame. If anyone else is actually
interested in such a design let me know, as it might motivate me to get
off my butt and work on it.

This is by no means the simplest possible design for the thing.
