Dan,

If you think your's walks, you should have seen my 50# LG dance before I 
pinned it in place.

Do you have a rubber horse stall mat or something similar under it?  It 
will accentuate the tendency to walk.

Drill some holes through the base plate and then down into the concrete ... 
make them about 1/2" diameter.  Knock in rebar (or any 1/2" rnd steel bar) 
pins through the plate and into the concrete.  This won't eliminate all of 
the rocking, but it won't walk.
