I have a book in my hand that was printed in 1931

NAVY TRAINING COURSES
Instructions for use in the use in
preparations for the rating of
       BLACKSMITH 2c
------------------------------------------
EDITION of 1931 prepared under the
supervision of the Bureau of Navigation

It has the dept of the NAVY seal on it. It also says on page 5
    "Other requirements simplicity, self control, tact, enthusiasm, 
reliability, honor and             truthfulness...be tactful.."

If there is any part of it I can copy and send to you let me know .
A quote from said book:

    "A petty officer who is not honorable and truthful can never 
succeed, no matter                   what other qualifications he may have"
