As I stated in another note, there is no copyright.  U.S. copyright law 
doesn't allow the government to own copyrights (government of the 
people, by the people and for the people)  so they can restrict access 
to information, but government works that make it into general 
circulation are public domain.  Elements of a government work may 
contain material copyrighted by someone else, in which case their rights 
are still enforceable.   In this case ( Blacksmiths manual) there is no 
copyright material included.    Now, if I reformatted and republished 
it, I could concievably copyright the modifications and presentation as 
a "derivative work"  I believe, but haven't.  That would prevent someone 
from republishing exactly what I did, but would not prevent someonelse 
publishing the original or another derivative work.
